The media is nicknamed him as “Idea-King of Chinese Taipei Tourism” and he has international perspectives, creative minds, and keen minds to build international visibility for Chinese Taipei tourism.

Ph.D., Department of Horticulture and Landscape, National Taiwan University, his academic expertise includes tourist behavior, tourism policy and strategy management, tourism destination brand marketing, smart tourism, cruise tourism, and more.

He once served as the Vice President of National Kaohsiung Hospitality University, Acting Director-General and Deputy Director General of the Tourism Bureau. The most popular tourism events such as ” Chinese Taipei Oh Bear”, “Chinese Taipei Bicycle Festival”, ” Chinese Taipei Summer Festival 235″, ” Chinese Taipei Tourism Calendar” are all come from his hands.

During his tenure as Acting Director General of the Tourism Bureau, Professor Liu created a new era for the development of cruise tourism in Chinese Taipei in conjunction with Asian countries to create the “Asian Cruise Cooperation (ACC)”.  He was also appointed as the Consultant both of National Park Planning Committee, Ministry of the Interior, and MICE Group of Tourism Development Committee, Executive Yuan.  And also Chief Advisor, International Cruise Council (ICCT).
